The Opportunity
Lower Murray Water is entering a pivotal phase of workforce development and organisational strategy. This role offers the opportunity to step into a senior HR leadership position that will directly influence the organisation’s culture, capability, and performance outcomes.
Reporting to the General Manager Business Services, the Manager People and Capability will lead the People and Capability department, shaping workforce planning, HR operations, and employee engagement programs. This role will also provide expert advice on complex workplace relations, performance management, and strategic HR initiatives that underpin Lower Murray Water’s long-term organisational success.
The Organisation
Lower Murray Water provides essential water services to communities, agriculture, and industry across north-west Victoria. Operating across urban and rural irrigation networks, the organisation services multiple districts with diverse infrastructure and workforce needs.
Operating within a complex regulatory and industrial framework, Lower Murray Water balances workforce development, organisational capability, and service excellence to meet both community and operational outcomes.
The Role
The Manager People and Capability is central to workforce strategy and organisational planning. Working closely with the Executive Leadership Team and operational managers across the organisation, the incumbent will guide workforce planning, talent development, performance management, and employee relations.
Key priorities include delivering organisational development initiatives, optimising people systems, implementing strategic workforce planning, and providing authoritative advice on industrial relations matters. The role will also lead the People and Capability team to deliver high-quality HR services across the organisation, ensuring compliance, efficiency, and continuous improvement.
The Candidate
Lower Murray Water is seeking an experienced HR leader who thrives in complex, regulated, and people-focused environments. Candidates may come from the water sector, utilities, government, or other asset-intensive industries.
The successful candidate will demonstrate strong expertise in workforce strategy, HR operations, industrial relations, and performance management. Tertiary qualifications in Human Resources or a related field are preferred, with extensive experience in leading and developing HR teams. Exceptional communication, negotiation, and influencing skills are essential, along with the ability to provide strategic advice at executive and board levels.
