The Opportunity

Hepburn Shire Council is reshaping how its core corporate functions operate, bringing finance and governance together to strengthen organisational performance, transparency and accountability.

As part of a broader directorate alignment, this role sits alongside two other key leadership appointments and provides the opportunity to influence how Council plans, manages risk and makes decisions.

Reporting to the Director Performance and Transformation, the Manager Finance and Governance will play a central role in supporting both operational delivery and long-term sustainability.

The Role

The Manager Finance and Governance leads finance, governance, risk and compliance across Council.

The role is anchored in financial leadership, ensuring strong budgeting, forecasting, reporting and financial management practices. In addition, you will lead governance and assurance functions that are supported by capable internal teams, allowing you to focus on integration, oversight and strategic contribution.

Working closely with the CEO, Executive and Councillors, you will provide clear and trusted advice to support informed decision making across the organisation.

The Candidate

Hepburn Shire Council is seeking an experienced finance leader with strong technical capability and the ability to influence at a senior level.

You will bring experience in financial management within complex environments, alongside a solid understanding of governance, risk and organisational performance. You are a clear communicator, capable of translating financial information into practical insights and advice that support sound decision‑making and organisational assurance.

This role will suit a finance professional who values strong governance practice and is motivated to operate in a broader, integrated leadership position, working closely with specialist teams to support Council’s integrity and performance.
