The Opportunity

Hepburn Shire Council is entering a new phase of organisational alignment and capability uplift, with a refreshed structure designed to better support performance across the organisation.

As part of this transition, three leadership roles are being brought to market within the Performance and Transformation Directorate. The Manager People and Capability role is a key appointment within this group, providing the opportunity to shape how people, leadership and culture enable organisational success.

Reporting to the Director Performance and Transformation, this role will play a central part in building momentum, supporting leaders and ensuring the organisation is equipped to deliver.

The Role

The Manager People and Capability leads an integrated portfolio across People and Culture, Organisational Development, and Safety and Wellbeing.

Working closely with the Executive and leaders across Council, you will guide workforce planning, leadership development, employee engagement and cultural initiatives. The role also provides oversight and support across employee relations and enterprise agreement processes, ensuring a balanced and pragmatic approach.

With strong capability already within the team, the focus will be on direction-setting, partnering with leaders and embedding consistent, contemporary people practices across the organisation.

The Candidate

Hepburn Shire Council is seeking an experienced people leader with a strong generalist HR background and the ability to influence at a senior level.

You will bring experience operating in complex environments, ideally within local government or the broader public sector, and demonstrate a balance of strategic thinking and practical delivery. You are confident advising leaders, navigating employee relations matters and building capability across teams.

Your approach is collaborative, engaging and outcomes focused, with a clear commitment to supporting people and organisational success.
