Moonee Valley City Council is a progressive metropolitan council located in Melbourne’s inner north-west, recognised for its strong commitment to community outcomes, liveability and long-term sustainability. As part of a broader organisational transformation, Council is strengthening how investment decisions are planned, evaluated and prioritised to ensure greater transparency, consistency and strategic alignment across the organisation.

Reporting to the Head of Investment Planning and Evaluation within the Asset, EPMO and Procurement Department, this role will support the implementation of a new enterprise-wide Investment Pathway aligned to Victorian Government investment management principles and frameworks.

Working across the organisation, the Investment Planning & Evaluation Analyst will support investment planning, options analysis, business case development, benefits realisation and gateway-style assurance processes. The role will also contribute to the development of tools, templates and frameworks that help embed more consistent and evidence-based decision-making practices across Council.

The successful candidate will bring experience in investment evaluation, business case development, project appraisal, strategic planning or complex program environments, ideally within local government, infrastructure, transport, advisory or broader public sector settings. You will be comfortable engaging with stakeholders across varying levels of the organisation and translating complex information into clear, practical and actionable insights.
